 Set of compensatory measures

Besides benefits, abolition of controls at internal borders can have a negative impact for the internal security of Member States.

In order to prevent these disadvantages, Schengen States introduced a set of compensatory measures.

Compensatory measures of CISA can be classified as follows:

    • movement of persons (visas and consular cooperation)
    • police cooperation::
      • mutual support of police forces in the field of judicial assistance;

      • liaison officers exchange between police forces;

      • cross-border cooperation at internal borders, especially by setting up common services of police, customs and border police for all Contracting States;

      • police missions of cross-border surveillance and pursuit

    • judicial cooperation of Schengen Member States

    The most significant compensatory measure is setting up a common European system called the Schengen Information System. All Member States enter data in the system directly from the national databases..

    Another compensatory measure refers to protection of personal data, which represents the right of natural persons to protect those characteristics that lead to his/her identification and the correlative obligation of the state to adopt proper measures to ensure an efficient protection
